[Purpose/significance] Under the environment of the new development stage, new development concept, and new development pattern, the traditional business environment cannot meet the needs of enterprises, especially the real economy enterprises, small and medium-sized micro-enterprises, and private enterprises to develop. [Method/process] This paper applied knowledge management theory and considered the business environment as an innovative knowledge product and knowledge service system to analyze the knowledge management characteristics of a socio-economic system integrating knowledge innovation and knowledge service from the perspective of knowledge innovation and knowledge service, and constructed a general business environment including macro-micro levels and the internal environment of enterprises, which will provide the condition of enterprise development, especially the real economy enterprises, small, medium and micro enterprises, and private enterprises, as well as the development of green, high-quality and digital economy to provide a good business environment and systematic business knowledge services. [Result/conclusion] The general business environment is both innovative in knowledge management and can be used to solve the bottleneck problems caused by the business environment.
