Abstract

[Purpose/significance] Network pollution has been hated heavily by the crowd. It’s essential and helpful to enhance the efficiency of solving this complex problem to expose it through a scientific evaluation way. [Method/process] Based on 417 questionnaires, a way of gaining subjective weights combined with fuzzy linguistic assessments was designed in this paper. In the end, the TOPSIS method was applied to gather the evaluation results. [Result/conclusion]From February 2014 to October 2016, the network pollution status was severe overall. The status of network in March & April 2015 was the worst during the whole time. And the improved scatter degree method in this paper can distinguish the units easier compared with the traditional one.
