摘要

[目的/意义] 探索城市网络信息安全建设的影响因素及其组态路径,为城市网络安全建设提供一定的理论依据。[方法/过程] 基于TOE理论,运用模糊集定性比较分析法,从技术、组织、环境3个方面对我国网络信息安全建设的影响因素与组态路径进行分析。[结果/结论] 研究发现,技术、组织与环境多种因素耦合,形成机构经济依赖型、制度环境联动型、领导经济激励型、机构人才支持型4种高水平的城市网络信息安全建设路径。此外,不同地域的城市网络信息安全建设呈现差异化路径,东部城市主要通过领导推动、制度推动、领导与经济联动实现高水平的网络信息安全建设,中西部城市主要通过制度与技术联动、制度与经济联动实现高水平网络信息安全建设。

Abstract

[Purpose/Significance] Exploring the influencing factors and configuration paths of urban network information security construction, this article provides a theoretical basis for urban network security construction. [Methods/Procedures] Based on TOE theory, the fuzzy set qualitative comparative analysis method was used to analyze the influencing factors and configuration paths of China’s network information security construction from three aspects: technology, organization, and environment. [Result/Conclusion] The result shows that technology, organization, and environment are coupled to form four high-level urban network information security construction paths. They are institutional-economic dependent, system-environment connected, leadership-economic motivated, and institution-talent supported paths. In addition, the urban network information security construction in different geographic areas shows a differentiated path. Specifically, eastern cities mainly achieve high-level urban network information security construction through leadership-driven, institution-promoted, and leadership-economy combined paths, while central and western cities mostly realize high-level urban network information security construction through institution-technology conjunct and institution-economy combined paths.
