摘要

[目的/意义]开放数据中介服务为数据新要素的流动和交易搭建起供需对接的桥梁，在开放数据利用的生态环境当中发挥着不可或缺的作用。[方法/过程]采用文献研究和案例分析法阐释开放数据中介服务的含义、国内外学者的相关研究以及开放数据中介服务的作用和类型，重点分析我国开放数据中介服务的发展进程和存在的问题，并提出完善的对策。[结论/结果]开放数据中介服务的核心内容是“数据”及其相关的配套服务，而数据本身来源的合法性、质量的保证、安全与隐私的保护是开放数据中介服务立足的根本，也是其服务最终落地并产生积极效果的关键。

Abstract

[Purpose/Significance]Open data intermediary services build a bridge between supply and demand for the flow and transaction of new data factors and play an indispensable role in the ecological environment of open data utilization. [Method/Process]This paper used literature review and case analysis to explain the meaning of open data intermediary service and the relevant research of scholars at home and abroad, analyzed the role and types of open data intermediary service, focused on the development process and existing problems of open data intermediary service in China, and put forward perfect countermeasures. [Result/Conclusion]The core content of open data intermediary service was "data" and its related supporting services，the legitimacy of the source of data itself, quality assurance, security and privacy protection were the foundation for open data intermediary service enterprises, and also the key to promoting the development and producing positive effects of their services.
