摘要

[目的/意义] 以科研项目全生命周期为主线，探索科研数据管理体系，为我国科研数据管理的实施提供借鉴。[方法/过程] 基于科研项目生命周期，以科研项目参与主体为导向，构建科研数据管理组织体系和实施体系, 明确科研项目参与主体: 国家、科研资助机构、科研机构及研究人员科研数据管理的职责，以及每个参与主体在科研项目生命周期每个阶段应尽的科研数据管理任务。[结果/结论] 科研数据管理立足于科研项目展开的整个过程，建立以科研资助机构为主导、基于科研项目全生命周期的管理模式。

Abstract

[Purpose/significance] Taking the whole life cycle of scientific research project as the main line, this paper explores the RDM system and provides reference for the implementation of RDM in China. [Method/process] Based on the life cycle of scientific research projects and guided by the participants of scientific research projects, the organization system and implementation system of RDM were constructed. The responsibilities of the participants of scientific research projects, the state, R&D funding institutions, R&D institutions and researchers, and the RDM tasks of each participant in each stage of the life cycle of scientific research projects were defined. [Result/conclusion] RDM should be based on the whole process of scientific research projects, and establish a management mode based on the whole life cycle of scientific research projects, which is led by RDM funding institutions.
