[目的/意义]以新冠疫情为突破口，弥补图情界在公共知识管理方向上的缺失，做好公共安全突发事件应急管理的知识管理研究。[方法/过程]通过对国内外理论与实务界的分析比较，得出适合我国的公共知识管理发展模式。[结果/结论]通过研究面向公共安全的公共知识管理，能够降低公共安全突发事件的发生频率，保护承灾主体。

[Purpose/ significance] Taking the COVID-19 pandemic as a breakthrough, to make up for the lack of public knowledge management in the field of LIS, and to do a good job in the knowledge management research of public safety emergency management. [Method/process] Through the analysis and comparison of theoretical and practical circles at home and abroad, a suitable development model of public knowledge management for China was obtained. [Result/conclusion] By studying public knowledge management for public safety, the frequency of public safety emergencies can be reduced and the main body of disaster-bearers can be protected.
