[目的/意义] “国家图书馆立法决策触屏系统”将馆藏数字资源与新媒体技术相结合，成为国家图书馆服务中央国家领导机关的重要方式之一。[方法/过程] 以“国家图书馆立法决策触屏系统”建设为例，梳理与总结系统建设过程中的经验和设计原则，对系统的服务情况、研究现状、建设情况、现存问题和提升规划作了系统的描述和分析。[结果/结论] 在新媒体技术的助推下，将触屏系统应用于为中央国家机关用户的日常服务中，既拓展了立法决策服务手段，又提高了服务效率和质量，对今后图书馆行业向中央国家机关开展同类型的服务具有借鉴意义。

[Purpose/significance] The National Library's Legislative Decision-making Touch Screen System combines the digital resources of the collection with the new media technology and becomes one of the important methods for the National Library to the leading organs of the central state. [Method/process] Take the construction of “National Library Legislative Decision-making Touch Screen System” as an example, combed and summarized the experience and design principles in the process of system construction, and the system from service situation, research status, construction situation, existing problems and the upgrade plan was systematically described and analyzed.
