摘要

文献资源保障水平是研究所研究、管理和决策能力的影响要素之一。从环境分析和用户需求调研入手，借鉴信息传播原理，讨论学科交叉环境下应该如何构建资源保障体系，并详细阐述体系内各个要素的意义及信息在各要素之间流动的过程。
