[目的/意义] 面向开放式创新的智力资源生态圈构建能够为企业的人力资源规划和智力资源优化提供重要支撑，同时也为行业智库知识管理带来借鉴。[方法/过程] 通过案例研究，分析了云南中烟技术中心构建智力资源生态圈的设想和实施过程。[结果/结论] 通过建设开放式创新智力资源生态圈，可以实现对智力资源进行有效掌控和利用，并将其转化为技术中心的知识资产，实现知识资产的增值和传承。
